Ken, you’re not trying very hard. Google is your friend… with a very quick search, powdered tempera is available from Amazon, Walmart (online), and Dick Blick art supplies just for a few sources. You can often find it at larger school supplys and art materials stores. All may not stock it on premise but can order it.

Powders need a flat finish to tack. You can apply a flat finish to your model. And, good quality model railroad powders include a powdered glue mixed in for better adhesion.
