Google is your friend... with a very quick search, powdered tempera is available from Amazon, Walmart (online), and Dick Blick art supplies just for a few sources. You can often find it at larger school supplys and art materials stores. All may not stock it on premise but can order it.

Where can you find powdered tempera? It seems everyone sells it in liquid form these days.

Powders need a flat finish to tack. You can apply a flat finish to your model. And, good quality model railroad powders include a powdered glue mixed in for better adhesion.
